Kathy Carter, the newly-installed head of the organising committee for the Los Angeles 2028 Olympic and Paralympic Games, has said both events will be delivered on time and on budget.
Carter, who was appointed as the organising body’s head earlier this week, after previously being the committee’s chief revenue officer, told Reuters that the games will cost about $6.9 billion, a figure that she has said will be significantly offset by revenue from ticket sales and sponsorship-related income.

The games, according to Carter, will not involve any major construction work, utilising LA’s substantial range of existing sporting facilities, while work is also set to start on the games’ various legacy projects soon.
Carter said: “First and foremost, we’re going to host games that are on time and on budget…
“There are things we can do to make it easy for the athletes, the stakeholders, and ultimately the fans to engage and to experience the games.”

Regarding the games’ legacy, she has said: “We didn’t want to wait until 2029, after we’ve closed the games and settled the books, to start impacting kids participation in sport.”

By GlobalDataCarter also praised the organisation of the recently completed Tokyo Olympics and Paralympics, which took place while Covid-19 cases were spiking in Japan and were held mostly without spectators present.
She said that the success of the Tokyo event “really puts a finer point on what we have to build from an organisational perspective to be able to manage the unexpected.
“No matter what we can dream up, we have to be prepared for the unknown."
In taking the role, which had been vacant since previous incumbent Gene Sykes resigned in 2018, Carter’s responsibilities are expanded to cover the delivery, impact, and business operations of the games, where, previously, she has focused primarily on securing income.
Carter has a wealth of experience in the sports industry, having previously spent a total of 20 years at North America's top-tier Major League Soccer, where she was a founding member, and Soccer United Marketing, the for-profit marketing arm of MLS.
In January, meanwhile, LA28 appointed Cipora Herman as chief financial officer.
She is a former chief financial officer of NFL American football's San Francisco 49ers and an ex-vice-president of finance and treasurer at both Facebook and Yahoo, where she led financial analysis and planning, business operations, analytics, and treasury.
