On Thursday 12th August an unsolicited email titled ‘Maximising Rugby’s Value’ was sent to the IRB and several national unions. The email contained several documents promoting a new global strategy for professional rugby. The author of the strategy according to the email was Mark Lynch in the UK and in order to promote his concept he issued a press release.

The documents and the proposed strategy were unsolicited, completely unofficial and in no way endorsed by the IRB.

They should not to be confused with the IRB sanctioned review of the world game that has been underway since April 2003 . This official review is being compiled under the guidance of the IRB Council and will only incorporate official input from IRB member unions.
