New FIFA Players’ Agents Regulations come into effect on Thursday 1 March 2001 that reflect changes in football’s recent past and also meet current needs of the modern game.

Over the past six years in which the current Regulations have been in force, FIFA has recognised the need for certain amendments to the framework that governs the activities of players’ agents. In particular, the new
Regulations will improve the transparency of the relationship between clubs, players and agents – while taking into consideration the particularities of national laws – and should also allow a better supervision of the
activities of players’ agents and their respective clients.

The new Regulations, which had been approved by the FIFA Executive Committee at its meeting in Rome on 10 December 2000, bring a number of major changes.

Most notably, the competence for issuing a licence will now be delegated to the national associations, who will grant licences directly to successful candidates without referring the applicants to FIFA. Another major modification concerns the personal interview mentioned in Articles 5 and 6 of the current Regulations, which will be replaced by a written examination, organised twice a year by the national associations in March and September.

Another very important change will concern the bank guarantee. Under the new Regulations the candidates will no longer be obliged to deposit a bank guarantee of CHF 200,000 but will be requested to conclude professional
liability insurance instead.

Furthermore, FIFA has created a standard representation contract, included as an annex to the new Regulations, which every agent will be required to use. Copies of the signed contracts shall then be deposited and registered
at the relevant national associations.

In addition, every candidate who successfully passes the written examination will be required to sign a Code of Professional Conduct, also included as an annex of the new Regulations, before receiving his licence.
