New IRB Regulations
As notified immediately following the Annual Meeting of the IRB Council in Buenos Aires in April, the Regulations Relating to the Game, have been completely revised and updated to meet the needs of the modern game. These have been issued to all Member Unions and Associations and took effect September 1, 1999. The revised Regulations, which were considered by the IRB Council in Argentina prior to final drafting and review, include the adoption of disciplinary procedures which will be applied universally based on experience in the Southern Hemisphere over the past three years. The Regulations also address, for the first time, the complex issue of compensation for player development when transfers from Union to Union take place. The revised Regulations also deal with anti-doping, drug testing and drug-use and detail the procedures and penalties to be applied from September 1, 1999.
